STAR is a service delivery application available to the South African public that offers a solution to assist with the identifying, intervening and resolving these issues through mobile communication.
STAR gives ordinary South African citizens the power to identify and report an issue - removing the process of having to contact a call-centre, travel to municipal offices and wait in queues.
Through GPS technology on smart phones, STAR geo-tags where the service delivery issue is being reported from. Along with the geo-location, the user reporting the issue will be able to provide a photo, a description and categorise the service delivery issue. Amongst many others, potholes, burst water mains, blocked storm-water drains, downed power lines and cable theft are typical issues that can be reported with this easy to use application.
This is then escalated to the relevant municipality and department via the STAR backend system - empowering municipalities and relevant departments to quickly intervene. STAR allows municipalities, departments and users to keep track of service delivery and hold officials accountable and thereby assisting in good governance.
STAR allows municipalities to follow-up on contractors and hold them accountable to their
tenders. It has the ability to create hundreds of permanent jobs through EPWP program per municipality. Filling the mandate of the government to create jobs, assure accountability and speed up service delivery.
